Sesame Mandarin Quinoa Salad

1 cup quinoa, 1/3 cup olive oil, 1 tbsp balsamic vinegar, 1 tbsp sugar, 1 pinch salt, 1/2 cup sweet pepper, 1/4 cup fresh parsley, 1/4 cup feta crumbs, 1 cup mandarin oranges.
Cook quinoa. In bowl, whisk oil, vinegar, sugar, salt, and pepper. Pour over quinoa and mix. Add peppers, parsley, feta, and mandarin oranges.
