Garlic Butter Shrimp & Quinoa

1 tbsp olive oil, 5 tsps of minced garlic, 1/2 cup of chopped onion, 2 cups quinoa, 1 tsp chili powder, 4 cups vegetable broth, 6 tbsps salted butter, 1 lb shrimp, salt, pepper, fresh parsley.
Heat oil in pan over med heat. Add onion and sauté. Add 2 teaspoons of the garlic and sauté. Add uncooked quinoa and 1/2 tsp of chili powder. Sprinkle with salt and pepper. Add broth and bring to a boil. Cover and cook for 15-20 minutes. Fluff quinoa and toss with fresh minced parsley. Heat 1 tablespoon of butter in a large skillet over med high heat. Add shrimp and sprinkle with 1/2 tsp of chili powder. Season with salt and pepper. Sauté until golden brown on the outside. Add 1 tsp of garlic and swirl. Melt remaining 5 tablespoons of butter and 2 teaspoons of garlic to make sauce.
